The number in the report is the number.

Cost review, estimating and draw review, delivered as a written report the reader can trace line by line. A Class C divisional estimate, accurate to about ±10–15%, with every rate carrying its source and its date. The same report to everyone at the table.

What it is

Written numbers, sourced and dated.

Nobody else pays us, so there's nobody it would be convenient to be wrong for. Cost work at Kingsley is a written report, priced by trade division against a measured scope, that holds up when someone reads it line by line.

01Cost review and estimatingClass C divisional estimates and independent review of someone else's budget. For owners before they commit, for boards before they approve, for anyone who has been handed a number and wants to know if it's real.
02Lender draw reviewMonthly review of progress claims against work in place, for lenders and for owners funding their own build. Fund, hold, or ask, in writing, before the money moves.
03Replacement-cost schedulesFor depreciation-report and insurance-appraisal signatories: replacement cost by division, to the code in force now, at current local rates. Supplied to the signatory; Kingsley does not sign the report.
04Cost-approach input for appraisersSpecialist construction cost input to the cost approach, for AACI and P.App valuers on industrial, commercial and special-purpose property.
05Replacement cost after wildfire lossSettlement review and replacement-cost assessment for property owners, contractors and local governments after a loss. Fixed fee or hourly, never a percentage. Not an adjuster.
How the number is built

Class C divisional. Not dollars per square foot.

Class C is the estimate class used to approve a budget before design is complete: quantities measured from the drawings, priced by trade division at dated local rates, accurate to about ±10–15%. What moves the number is the measured scope, the code in force at the address, and the rates on the date of the estimate.

Square-foot pricing is a Class D method, carries far wider variance, and doesn't survive a line-by-line review. Hard cost, soft cost, development charges and parking are kept separate, each labelled benchmark or verified.

Measured scope

Quantities from drawings, photographs and records, not an allowance.

Dated local rates

Every rate names its source and its date. Benchmarks are labelled as benchmarks.

Full code delta

A rebuild meets the code in force today. The gap is argued in full, not one line of it.

One role per property

Kingsley never estimates and builds the same property, and never works on a percentage of any recovery.

Wildfire loss

The cost to rebuild is not the amount that was insured.

After a wildfire loss the owner, the insurer and the local government each need a defensible number, and they rarely have one. Kingsley produces the cost evidence; the owner, their adjuster or their lawyer use it.

Wildfire lossCost evidence

Settlement review. Replacement cost. Cost documentation.

For property owners whose settlement looks light, contractors and adjusters at capacity, and local governments substantiating infrastructure recovery. Most of it delivered from documents, remotely.
